YouTube has Broken the DMCA, says Copyright Office Report (Pt. 1)

The U.S. Copyright Office has issued a 200 page report arguing that the DMCA has been misused and misinterpreted over the last 20 years. But, instead of suggesting better protections for copyright consumers, the Copyright Office calls for Congress to reform the DMCA in favor of copyright owners, which includes eliminating the “safe harbors” that allow YouTube to exist.
